1) Organising Authority:

The Organising Authority is Grafham Water Sailing Club.

 

2) Rules: 

Racing will be governed by the Racing Rules of Sailing, the prescriptions of the RYA, the rules of the International Finn Class and the British Finn Class Association, the Sailing Instructions and the Supplementary Sailing Instructions. Appendix P, Immediate Penalties for Breaking Rule 42 will not apply.

 

Entrants and authorised guests are temporary members of Grafham Water Sailing Club during the period of the event and shall comply with Club Rules and Bylaws.

 

3) Eligibility and Entry:

The regatta is open to members of the BFA and International Finns Sailors who are current members of the IFA. Eligible Boats may pre-enter by completing the entry form available and sending it, complete with entry fee, to the GWSC Secretary's office at the address above. This is to assist GWSC in pre-organising the event and matching resource to entry numbers. Entry facilities will be available from 10.30 am on the day of the event. Grafham reserves the right to refuse entries on the day on safety or operational grounds.

 

4) Entry fee:

The entry fee will be £30 which includes an evening meal on Sat night. Entries can be made by post before the event or in the clubs offices on the morning of the event.

 

5) Advertising:

The event is designated Category C.

This will take place at 1200 in the clubhouse on Saturday 25th October

The Warning signal will be the Finn Class flag or another designated flag. The Race Committee may bring forward a race or races but there will be no more than 4 races per day. Any change to the schedule of races will be made before 19.00 on the preceding day or with the consent of the competitors.

  

9) Sailing area and courses.

The sailing area will be in the Grafham Water, Courses sailed will be triangle / sausage, or windward/leeward courses or Club Courses.

  

10) Certificates:

All competing boats shall hold a valid measurement certificate, which may be required to be shown at registration.

 

11) Sailing instructions:

These will be available in the clubhouse main bar area on completion of registration or from  GWSC.

 

12) Scoring:

Three completed races are required to constitute a series. One discard will apply if between 4 and 6 races are completed.

 

13) Safety and Disclaimer of Liability:

13.1 A competitor is responsible for their own safety, whether afloat or ashore and nothing, whether in the Notice of Race or Sailing Instructions or anywhere else reduces this responsibility.

13.2 It is for the competitor to decide whether they are fit to sail in the conditions. By going sailing the competitor confirms they are fit and competent to sail and compete in those conditions.

13.3 Nothing done by the organisers can reduce the liability of the competitor nor will it make the organisers responsible for any loss, damage, death or personal injury, however it may occur, as a result of the boat taking part in the series. The organisers encompass everyone helping to run the race and include the organising authority, the race committee, the race officer, patrol boats and beach masters.

13.4 The provision of patrol boats does not relieve the competitor of his/her responsibilities

13.5 Each boat is required to hold adequate insurance and in particular to hold insurance against third party claims of at least £2,000,000.

14) Boat Parking:

Boats should be left in the GWSC boat park or as directed by a member of the event organising team.

 

15) Car Parking:

Cars should be parked in the GWSC car park adjacent to the boat park -no cars in the boat park please as this is for members only. Sailors can drop their boats off in the dinghy park but must return their car to the car park immediately.

 

16) Food and Bar Service:

Food and drink will be available in the clubhouse every day.  Menus and specials boards will be on display in the clubhouse main bar area along with the times that food will be served. 

 

17) Prize-giving:

This will be in the clubhouse as soon as possible after completion of racing on Sunday.

 

18) Changes to Sailing Instructions: 

All changes will be posted at least two hours before the start of the race(s) affected.

A.1      Campers and camper vans are welcome (please note - NO caravans please - our lease does not allow them). All day cafeteria both days, meal available on Saturday evening

GRAFHAM WATER SAILING CLUB Sailing Instructions

Finn Inland / Northern Championships 25th & 26th Oct 2008

 

•1.      Rules - The regatta will be governed by the Racing Rules of Sailing, the prescriptions of the RYA, the rules of the International Finn Class and the British Finn Class Association, and the Supplementary Sailing Instructions. Sailing Instruction Appendix P in these instructions will not apply.

 

•2.      Entries

•2.1.       Eligibility - Eligible boats may be entered by completing registration with the organising authority as in the supplementary sailing instructions. 

•2.2.       Disclaimer of Liability - Competitors participate in the regatta entirely at their own risk.  See NOR 13.2.  The organising authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during or after the regatta.

•2.3.       Insurance - Each participating boat shall be insured with valid third party liability insurance with a minimum of £2,000,000 per event.

 

•3.      Notices to Competitors - Notices will be posted on the official notice board located in the clubhouse lobby.

 

•4.      Changes to Sailing Instructions

4.1    Any changes to the sailing instructions will be posted at least 2 hours before the start of a race they affect, except that any change in the schedule of races will be posted by 19.00 hours on the day before it will take effect.

4.2     Competitors' attention will be drawn to changes by flying flag "L" accompanied by one sound signal.  Flag "L" will be lowered after the start of the first race that is affected by the change or changes in the sailing instructions.

4.3    In the event of a conflict between the Notice of Race and the Sailing Instructions, these Sailing Instructions shall take precedence. This changes rule 63.7

 

•5.      Safety

5.1    Adequate personal buoyancy must be worn by all competitors whilst afloat.  Wetsuits or drysuits are not sufficient on their own.

 

•6.      Signals Made Ashore

•6.1.       Signals made ashore will be displayed on the flagstaff in front of the clubhouse.

•6.2.       When Flag AP is displayed ashore, ‘one minute' is replaced with 'not less than 30 minutes' in race signal AP. This changes the Race Signals in the Rules.

 

•7.      Schedule of Races

•7.1.  The schedule of races will be stated in the Notice of Race and the Supplementary Sailing Instructions.

•7.2.  When more than one race is scheduled for the same day, the warning signal for each succeeding race will be made as soon as practicable.  To alert boats that another race or sequence of races will begin soon, the postponement signal will be displayed for at least four minutes before the warning signal is displayed.

•7.3.   6 races are scheduled to be sailed with no more than 4 races on any one day.

 

•8.      Class Flags - The class flag shall be the Finn Class flag.

 

•9.      Racing Area - The racing area is Grafham Water.

 

•10. The Course -The type of course will be signalled by a lettered board displayed on the Committee Boat, either Course A ,B or C. see Appendix 1.

 

•11. The Start

•11.1.   Races will be started using Rule 26 with the warning signal given 5 minutes before the starting signal. This will apply except on Sunday when the Finns will be joining in with club racing. An amendment to this rule will be communicated to competitors on Sunday morning.

•11.2.   The start line is defined as the line between the flagstaff on the Committee Boat flying an orange flag and an outer starting line mark, normally of the orange inflatable cylindrical type.

•11.3.   A boat starting later than four minutes after her start signal will be scored DNS. 

 

•12. Change Of Course After The Start

13.1 As an addition to RRS 33, a green or red flag may be displayed to indicate that the mark has been moved to starboard or port.

 

14. Shortened Course ­- If the race committee wishes to shorten course when the leading boats are approaching mark 1 or mark 1a, or mark 2 of a triangular course, the race will be shortened to a line at that mark as stated in rule 32.2(a). If the race committee wishes to shorten course when the leading boats are approaching mark 3 or a gate, flag S will be displayed with repeated sound signals either from the committee boat or from a race committee vessel adjacent to the mark or gate being approached, and boats shall leave that mark on the required side, or pass through the gate in the direction of the course from the last mark, and finish on the finishing line described in SI 15. This changes rule 32.2.

 

15. The Finish - The finishing line will be between the flagstaff displaying an orange flag on the Committee Boat and the finish line mark, normally of the orange inflatable cylindrical type.

 

16. Time Limit - The time limit for a boat will be 20 minutes after the first boat finishes after a valid start, except that if the first boat fails to finish with 2 hours of a valid start, the race will be abandoned. This changes rule 35. The target time for each race will be 45-60 minutes at the discretion of the race officer.

 

17. Penalty System - Appendix P will apply.

 

18. Protests

18.1 Protests in writing shall be lodged with the Race Office within one hour of the last boat finishing the last race of the day. Protest forms are available from the Race Office.

 18.2 A schedule of protest hearings will be displayed on the official notice board within 2 hours of the finish of the last race of the day.  Further protest hearings may be added to the schedule.  This is the notice under RRS 63.2

18.3 When the race committee or protest committee intends to protest a boat it may inform her by a notice posted within the protest time limit on the official notice board. This changes the first sentence of rule61.1(b).

18.4 The Exoneration Penalty and the RYA Arbitration procedure of the RYA Rules Disputes Procedures will be available. See the Official Notice Board for details.

 

•19.              Scoring - Each boat's series score shall be the total of her race scores, with her worst score discarded if three or more races have been completed. 

 

•20.             Prizes - Prizes will be awarded for places as determined by the event organising team based on the entry to the event. There will also be a prize for the 1st Master and the highest placed Vintage boat (non Devoti with a traditional rig i.e.: non carbon mast or Dacron sail)

 

•21.              Radio Communications - A boat shall neither make a radio transmission while racing nor receive radio communications not available to all boats.  This restriction also applies to mobile phones.

 

•22.             Rule 42.2

•22.1     Rule 42.2 is varied by Class Rule C1.  The ‘Pumping' flag in Class Rule C1(1) 1 is changed from Quebec to Oscar.

•22.2        When Code Flag O is displayed with the warning signal or near a mark it, indicates that: after starting or rounding the nearby mark, RRS 42 is varied in that except on a beat to windward, pumping, rocking and ‘ooching' are permitted. 

22.3    When Code Flag R is displayed at with the warning signal or near a mark, after the start or after rounding the nearby mark, RRS 42 applies without variation

 

•23.             Equipment & Measuring Checks - a boat may be inspected at any time for compliance with the Class Rules and Sailing Instructions.  On the water a boat may be instructed by a Race Committee Measurer to proceed immediately to a designated area for inspection.

 

•24.              Support Boats - team leaders, coaches and other support personnel shall stay outside areas where boats are racing from the time of the preparatory signal until all boats have finished or the Race Committee signals a postponement, general recall or abandonment.

 

 

 

 

Appendix 1 - Courses.

Please note that GWSC bar staff will refuse to sell alcohol to juniors and may refuse to sell to persons not belonging to an RYA affiliated club.

 

Helmsmen to be bound by the ISAF Racing Rules of Sailing, RYA Prescriptions and Sailing Instructions.

GWSC - RULE 20 (Liability) (Abridged)

 

Neither the Club nor the Association, nor any servant, Officer or Council members of the Club or Association, shall be liable to any member in any category, or to any guest or other person entering the Club premises or using Club property or making use of the amenities of the Club of Grafham Water under the auspices of the Club, for any loss or damage whatsoever [other than loss or damage arising out of death or personal injury of any person], and howsoever caused unless such loss or damage is caused by the wilful act or default of a servant, Officer or Council  member of the Club or the Association.  All members of every category undertake not to sue the Club or the Association or any of the servants, Officers or Council members of the Club or the Association for any loss or damage whatsoever and howsoever caused.  Neither the Club nor the Association nor any servant, Officer or Council member of the club or the Association shall be liable for any loss or damage to property on Club premises [whether such property be in the possession of the Club or the Association or not] and howsoever caused, unless such a loss or damage is caused by the wilful act or default of any Servant, Officer or Council member of the Club or the Association.
